Creating a New Phone Key after SIM Change - Old SIM not Available

This section describes how to create a new Phone Key for an existing Phone Key user who has changed the SIM card, and the old SIM card is not available.

Normally, the user shall inform the locking system administrator before changing the SIM card or phone, or both, so that the administrator can remove the old Phone Key from the old SIM card / phone combination. See Replacing the SIM Card.
